About Paracel

Paracel S.A. is the company developing Paraguay's first pulp plant and the largest private investment in the country's history, estimated at around US$ 3,200-4,000 million. The industrial complex is located in the district of Paso Horqueta, department of Concepcion, on the bank of the Paraguay River. The plant is designed to produce 1.8 million tons per year of bleached eucalyptus kraft pulp (BHKP), with a projection to reach 2 million tons, destined mainly for clients in Asia and Europe. Paracel owns some 199,000 hectares in Concepcion, of which around 76,000 are already planted with eucalyptus; the plant will be supplied approximately 80% from its own plantations and the remaining 20% from external producers, with 42% of the land set aside for protected areas. The project is being developed under a free trade zone regime. The groundbreaking ceremony of the industrial works took place in May 2026, and the first eucalyptus harvest is projected for around 2028, so the factory is in the construction stage.
