The building now occupied by the Museo de las Memorias served from 1956 as the headquarters of the National Directorate of Technical Affairs (DNAT), an agency created with support from the United States government and popularly known as "la Técnica." Between 1954 and 1989, during the dictatorship of Alfredo Stroessner, the site operated as a detention and torture center for political opponents, becoming one of the most feared sites of repression in Latin America. It was shut down by court order in December 1992, one day after the nearby discovery of the Archivo del Terror (Terror Archive).
After a restoration that lasted nearly a decade, the building was inaugurated as a museum in 2002. It is managed by the Celestina Pérez de Almada Foundation, which drove the project after the discovery of the Archivo del Terror, in coordination with a collective of non-governmental organizations called "Mesa Memoria Histórica" (Historical Memory Roundtable).
The museum displays documents, objects, photographs, and testimonies related to the human rights violations committed during the Stroessner dictatorship, and functions as a memory site within the Latin American network of institutions dedicated to preserving the historical memory of dictatorships and state terrorism.
