About Industria Nacional del Cemento (INC)
The Industria Nacional del Cemento (INC) is Paraguay's state-owned cement company: a decentralized autonomous entity created by Law No. 126/69 (1969) and the State's main heavy industry. It produces and sells "Cemento Vallemí", essential for the country's construction and infrastructure, with around 1,000 employees.
Its production chain spans three sites: the Vallemí plant (Concepción), which produces clinker; the Villeta plant (Central), which grinds and dispatches cement; and the administrative headquarters in Asunción.
