On April 17, 2026, Paraguay officially launched the Paraguay Investor Pass, a program that allows foreign citizens to obtain direct permanent residency through investment in strategic sectors. It is the first time Paraguay has offered a direct permanent residency route without first requiring temporary residency.

What is the Paraguay Investor Pass?

It is an investment-based visa program granting permanent residency to those making a verifiable investment in Paraguay. Unlike the traditional residency process (temporary → permanent, which can take 2–4 years), the Investor Pass provides direct access to permanent status.

Investment requirements

  • USD 150,000 in the tourism sector (hotels, lodges, tourist infrastructure)
  • USD 200,000 in urban real estate or the Asunción Stock Exchange

  • Direct permanent residency — no prior temporary residency needed
  • Investor certificate issued in 5 business days
  • Only 1 visit to Paraguay every 3 years to keep residency active
  • Paraguayan dividends at 8% (aligned with IRP-RGC regime vs. 15% standard IDU for non-residents)
  • Access to bank account, Paraguayan ID card and territorial tax system benefits

Why Paraguay?

Paraguay applies the territorial taxation principle: only Paraguayan-source income is taxed. Passive foreign income (dividends from LLCs or other foreign-incorporated companies, capital gains, investments outside Paraguay) is not taxed here. Important: professional services physically performed from Paraguay may be classified as Paraguayan-source income under current regulation and DNIT's criteria — tax advice is recommended for specific cases. The IRP (Personal Income Tax) is progressive between 8% and 10% on annual Paraguayan-source income, with a non-taxable minimum of approximately G. 80 million/year (~USD 11,000).

Who can apply?

Citizens of any country in the world. There are no nationality restrictions. The process is mostly digital and can be managed through a local legal representative without physical presence during processing.
