Che Róga Porã —Guaraní for "my beautiful home"; Guaraní is Paraguay's official language alongside Spanish— is the national government's mortgage program for a first home: long-term loans in guaraníes (the national currency, written Gs.) for people buying, building or improving their first home. The program sums itself up in one line: "Your own home at the same or lower cost than renting". This guide puts in one place who can apply, what can be financed, the rates, the term and the caps by zone, and how the application works. If you want to go straight to the numbers, the ViaParaguay calculator estimates the monthly payment and shows the properties for sale that fall within the cap.

What Che Róga Porã Is and Who Runs It

The program is coordinated by the MUVH (Ministry of Urban Planning, Housing and Habitat) and the AFD (Agencia Financiera de Desarrollo, the Financial Development Agency), Paraguay's public second-tier bank: it lends through banks, finance companies and cooperatives, not directly to the public. The loan is granted by an Intermediary Financial Institution (IFI) —a bank, finance company or cooperative approved for the program— and the AFD backs and rediscounts those loans, according to Decree No. 1465/2024.

The current version is Che Róga Porã 3.0, launched on May 26, 2026 and regulated by MUVH Resolution No. 892 of May 27, 2026 (Operating Regulations). According to the official website's counter, in mid-October 2026 there were 7,676 loans requested: 6,210 pre-approved and 1,466 under evaluation.

Who Can Apply

  • An individual assessed as creditworthy by the financial institution. The official site states an age range of 18 to 75 and a valid national ID card.
  • No built property in their name: the main borrower is considered together with their spouse or partner; neither of them can hold built property in their name.
  • Monthly income of 1 to 9 minimum wages. The current minimum wage is Gs. 3,044,000 since July 1, 2026 (MTESS Resolution No. 670/2026), so the program splits into two ranges: up to 6 minimum wages (Gs. 18,264,000) and from over 6 up to 9 minimum wages (Gs. 27,396,000).
  • The monthly payment cannot exceed 40% of total household income.

What Can Be Financed

  • Off-plan housing —houses, duplexes or apartments— in projects approved by the MUVH and listed on cherogapora.gov.py.
  • Land purchase plus construction.
  • Construction on land you already own.
  • Finished housing.
  • Renovation, extension or completion of a home; in this case the applicant may already own a home, as long as it is the only property in their name.

Loan costs and equipment can be included in the financing. The property must be in Paraguayan territory and be a first home; up to 30% of the unit can be commercial space if its main use is housing. The applicant freely chooses the professional or the builder.

Rates, Term and Currency

Loans are exclusively in guaraníes (the national currency) and the term runs up to 30 years. The monthly payment includes principal, interest and VAT. The maximum rate paid by the final borrower depends on the income range:

  • 1st range (income of 1 to 6 minimum wages): up to 6.5% a year.
  • 2nd range (over 6 and up to 9 minimum wages): up to 9.9% a year.

"Up to" marks a ceiling: the lender can charge less. In addition, Decree No. 1465/2024 (April 3, 2024) sets a reduced VAT: lenders compute VAT on the program's interest, fees and surcharges by applying a 5% rate to a taxable base of 10%, so in practice VAT works out to 0.5% of the interest. To see what the payment would be in your case, use the ViaParaguay calculator or the official simulator.

Caps by Zone

The maximum financing and the maximum property value depend on where the home is. The caps are expressed in minimum wages, so they update whenever the minimum wage changes; the guaraní figures in the table use the minimum wage of Gs. 3,044,000.

Zone Income range Maximum financing Maximum property value
Asunción, Central department and, in Presidente Hayes, Nueva Asunción, Benjamín Aceval and Villa Hayes1 to 9 MW275 MW = Gs. 837,100,000380 MW = Gs. 1,156,720,000
Rest of the country1st range (1 to 6 MW)225 MW = Gs. 684,900,000270 MW = Gs. 821,880,000
Rest of the country2nd range (over 6 to 9 MW)250 MW = Gs. 761,000,000300 MW = Gs. 913,200,000

MW = monthly minimum wage. To get your bearings: Asunción is the capital; Central is the department that surrounds it and holds its metropolitan area; Presidente Hayes is the Chaco department across the Paraguay River from Asunción. If you are still choosing where to live, the guide to Asunción neighborhoods and the one on the cost of living in Paraguay help compare areas, and the properties for sale show what is available.

Paraguayans Living Abroad

The AFD provides a track for compatriots who live outside the country, with these conditions:

  • Net monthly income of up to the equivalent of USD 7,000 in the country of residence.
  • Documents legalized by a consulate or apostilled.
  • At least 1 year in the same job.
  • A fiduciary guarantee only (garantía fiduciaria).
  • An attorney-in-fact in Paraguay with a special power of attorney; signing can be in person or by power of attorney.

The official website states that, for now, this track is available to Paraguayans living in the United States and Spain. Among the requirements it lists: being a Paraguayan over 18, a valid Paraguayan ID card or passport, verifiable formal income (contract, employment record, tax return or payroll) apostilled or legalized, no criminal record, and a co-borrower living in Paraguay with an ID card and a good credit history.

How to Apply, Step by Step

  1. Official simulator. On cherogapora.gov.py you first calculate your repayment capacity, entering department and city, formal income (IPS social security, DNIT taxpayer or public employee) and expenses (commercial installments, loans and the minimum card payment); then you simulate the loan.
  2. Application. It is submitted through the cherogapora.gov.py platform.
  3. Evaluation. The financial institution you chose reviews it.

The program advertises flexibility on the first payment: you can ask the lender to start paying only once you move in. For questions, the program has an office at Mariscal López and Brasil (Asunción), Monday to Friday from 7:00 a.m. to 3:00 p.m., and a phone line at 0982 815 666. If you are buying the property as a foreigner or non-resident, the purchase process, the notary and the costs are covered in the guide to buying property in Paraguay.

Approved Lenders

According to the AFD, with the list updated as of July 1, 2026, 36 institutions are approved:

  • 12 banks: ZETA Banco, Solar Banco, ueno, Banco Nacional de Fomento (BNF), Interfisa Banco, Banco Atlas, BANCOP, Sudameris Bank, Banco GNB Paraguay, Banco Itaú Paraguay, Banco Familiar and Banco BASA.
  • 3 finance companies: Financiera FIC, Tu Financiera and Financiera Paraguayo Japonesa.
  • 19 savings and credit cooperatives and 2 production cooperatives (Neuland and Fernheim).

The full list of cooperatives is on the ViaParaguay Che Róga Porã page and in the official AFD product page.
