Ciudad del Este closed 2025 with a historic tourist record: 60% Brazilians, ~40% Argentines, and for the first time a retail architecture that breaks with the 1990s cliché. Apple Store iShop in Shopping París (the second in South America), official Samsung Brand Store since November 2024, Shopping del Este with 200+ stores next to Friendship Bridge, Shopping Vendôme with Cartier, Tiffany & Co. and Piaget. The city that twenty years ago was a quick raid now has the components of a modern shopping experience. This guide is for travelers who want technology with official warranty, premium perfumery with receipts, and luxury with verifiable provenance — and to understand what not to recommend.

From Puerto Stroessner to regional hub: 60 years in 4 minutes

Founded in 1957 as Puerto Presidente Stroessner, the city was conceived as a free-trade zone to attract binational commerce with Brazil. The 1965 inauguration of the Friendship Bridge sealed its destiny. The 1990s brought the image of a chaotic bazaar — Triple Frontier, contraband, untraceable products. The last decade changed the script: modern malls, official brands, brand stores and new infrastructure. The name changed to Ciudad del Este in 1989 with the end of the dictatorship. Today it's Paraguay's second-largest city with 345,000 inhabitants in the metropolitan area (MacroTrends 2025) and the country's eastern economic engine.

Official importers: spotting formal vs. parallel channels

Golden rule: if the brand has its own flagship store (Apple Premium Reseller, Samsung Brand Store, Ferrari Scuderia), buy there. If not, the authorized local chains are the next reliable option. A street kiosk on Av. San Blas offering "iPhone at half price" is not an option, however tempting.

Verifiable Apple Authorized Resellers in CDE:

  • iShop — Apple Premium Reseller in Shopping París (floor 2). The only Premium Reseller in the country.
  • Casa Nissei — Authorized Reseller with dedicated Apple area and certified technicians. Av. Adrián Jara & Regimiento Piribebuy. 38 years operating, leader in cross-border purchases.
  • Cellshop — Authorized Reseller + CISTEC (official Apple & DJI service center). Av. Carlos A. López & Mons. Rodríguez.

Samsung: Paraguay's first official Samsung store opened November 14, 2024 at Shopping París. Wholesale distributors: Abacel, Romis Paraguay, Tiendamovil.

Sony / PlayStation: Abacel (official distributor) + retail through Personal, Tienda Móvil, Nissei.

DJI: Cellshop exclusive + CISTEC for technical service.

Honest risks

  • Perfume counterfeiting: original cellophane wraps tightly without bubbles, batch code matches between box and bottle, the atomizer's cannula is very thin and curved. If the price is too good, it's suspicious. Compare: Coco Mademoiselle 100ml at USD 35 is impossible at legal chains — official retail is USD 130+.
  • Refurbished sold as new: factory-sealed box (Apple's white film with star-shaped perforation), Paraguayan receipt with your name and tax ID, legible IMEI matching the box. iShop, Nissei and Cellshop deliver all that; a street stand does not.
  • International warranty: Apple covers outside the country of purchase but you pay duties and VAT if the device has to cross borders for repair. AppleCare+ is not officially sold in Paraguay; buyers here are limited to the 1-year warranty.
  • Fake tourist guides: 2026 alert from Tourism Police — no official guides exist in CDE. Documented cases of kidnapping and extortion of Brazilians (Misiones Online, April 2026). Don't follow strangers offering unrealistically low prices or "I'll take you to the best store."
  • Signal-jammer parking lot thefts: documented by Última Hora — jammers used to open trucks with purchases inside. Store purchases in the trunk before arriving at the mall, not after.
  • iPhones with regional SIM lock: rare at formal retail (iShop, Nissei, Cellshop sell factory unlocked) but common at parallel "imported from USA" sales. Check the A-series part number before paying.
  • Voltage and bands: PY uses 220V (same as AR, parts of BR); Apple/Samsung chargers are universal 100–240V. LTE/5G bands of global models support AR/BR without issue; US "LL/A" models may lack regional bands.

How to cross: Friendship Bridge and new integration

The Friendship Bridge (1965, over the Paraná river between Foz do Iguaçu and CDE) remains the icon. In December 2025, 222,079 pedestrians crossed in just 8 days, peaking Saturday December 20 (28,002 in one day). Peak time: 10 AM to 2 PM. Strategy: arrive early (opens ~6:30 AM) or 2–3 PM. Walking across is viable and quick (~15 min).

The Integration Bridge (between Presidente Franco and Foz do Iguaçu) opened December 19, 2025 with the Mercosur summit. Since January 19, 2026, tourist buses only cross via this bridge, in a nighttime window of 7 PM to 7 AM, which decongested the Friendship Bridge. For light vehicles, full crossing was promised but at the time of this research not fully operational. Check before traveling.

From Argentina (Puerto Iguazú) there's no direct AR→PY crossing at the Triple Frontier. You must first cross to Foz do Iguaçu via the Tancredo Neves Bridge, then to the Friendship Bridge.

Guaraní Airport (AGT) in Minga Guazú, 26 km from CDE, receives direct flights from LATAM (São Paulo, Lima, Santiago) and Paranair (Buenos Aires, Montevideo, Córdoba, other regional routes).

Practical logistics

Payment:

  • USD cash: universal king in CDE. Accepted at every formal gallery.
  • Reais (BRL): accepted at most shops near the bridge.
  • Argentine pesos (ARS): accepted but at unfavorable exchange rate; convert to USD first.
  • International credit card: accepted in premium malls (París, del Este, Vendôme, Monalisa, iShop, Nissei, Cellshop). Almost never at street stands. For Brazilians with credit cards, remember the 3.5% IOF on international purchases (in force 2026) — paying in USD cash avoids that 3.5%.

Best days and times:

  • Monday–Friday morning: shorter bridge queues, empty malls.
  • Saturday: absolute peak, avoid if you want calm.
  • Sunday: microcenter mostly closed, but Shopping París, del Este and Salema open. Monalisa: Sunday 8 AM–12 PM only.
  • Crazy Week (May, 3rd edition was May 7–10, 2026): up to 50% off on tech/perfumery/gaming/appliances, some shops up to 70%. 300,000+ visitors expected. Spectacular for deals, hellish for crowds.
  • Black Friday CDE (fourth week of November): highest concentration of AR + BR buyers.

Lodging:

  • Premium PY: Hotel Casino Acaray (5★, 1.5 km from bridge, casino, spa), Megal Suites, Río Hotel by Bourbon.
  • Budget: Hotel Salzburgo.
  • Alternative: sleep in Foz do Iguaçu (better hotels, food, nighttime safety) or Puerto Iguazú if combining with the Falls.

Internal transport: Uber operates 24/7 in CDE (no taxi via app, but UberX yes). Card payment and upfront pricing. 24h Radio Taxi also available. Own car: be careful parking in the microcenter — prefer mall parking.

Combine shopping with tourism

Wasting the CDE trip on shopping alone misses three genuine attractions 30 minutes away:

  • Monday Falls (Presidente Franco, 10 km from CDE). 40 m high, three main drops. What Paraguayans call "their" Iguazú — less spectacular than the Argentine-Brazilian falls, but authentic and far less visited.
  • Itaipu Binacional: technical visits, nighttime dam-illumination tours, light show. Shared with Brazil; although Three Gorges (China) exceeded its installed capacity in 2014, Itaipu holds the 2024 Guinness record for largest historic cumulative production.
  • Triple Frontier: the Three Countries Landmark, lookout where the Paraná and Iguazú rivers meet and AR/BR/PY are visible together.
  • UNESCO Iguazú Falls: located in AR territory (Iguazú NP 1984) and BR (Iguaçu NP 1986). The Paraguayan side doesn't have them; access is via the Friendship Bridge.

2025–2026 trends

  • Argentine boom post-Milei: Argentina's economic opening did not kill CDE. On the contrary, end of capital controls + residual inflation + PY 10% VAT vs AR 21% VAT keep CDE competitive. Argentines went from ~0% to ~40% of CDE tourist flow.
  • Black Friday 2025: +300,000 visitors — CDE no longer competes only on price but on experience.
  • Crazy Week 3rd edition (May 2026): binational alliance with Fespop (Santa Terezinha de Itaipú, BR) to retain tourists longer.
  • Q1 2025: Paraguay had the world's highest growth in international arrivals (+53% per UNWTO).
  • Cellshop is building Shopping Cellshop (53,000 m², opens Dec 2026), signaling that organized commerce is betting on experience, not just volume.

Safe-buyer checklist

  1. Before crossing: verify stock + price on official sites (ishop.com.py, nissei.com/py, cellshop.com.py).
  2. Bring physical USD (better rate than card + no Brazilian IOF).
  3. When buying: ask for a legal invoice with your name and passport/ID.
  4. Verify factory-sealed box (Apple: white film with star perforation).
  5. Dial *#06# on the phone and compare IMEI with box + receipt — all three must match.
  6. For used/open box: checkcoverage.apple.com with serial before paying.
  7. Return customs: AR USD 300 by land / 500 by air. BR USD 500 by land / 1,000 by air. Keep the Paraguayan receipt to declare without surprises.
  8. Safe payment: credit card if the amount justifies it (chargeback in case of problems); USD cash to save 3–5% card surcharge + Brazilian IOF.
