Commuter Rail: the electric system connecting Asunción to Ypacaraí that will carry 40,000 passengers daily

Paraguay's Commuter Rail will connect Asunción, Luque and Ypacaraí with a 44 km electric system. USD 450 million, UAE partners and FEPASA, construction start Q1 2027. Legislative approval underway.

After decades of promises, modern mass transit in Paraguay is closer than ever to becoming reality. The Commuter Rail (Tren de Cercanías), an electric railway system connecting Asunción, Luque and Ypacaraí, is advancing through Congress with unprecedented political support. The Senate approved it on May 13, 2026 and the Chamber of Deputies has it as the second item on the May 26 agenda. If the lower house sanctions it as expected, the Executive Branch can move toward contracting and start of works in Q1 2027.

What the Commuter Rail is

It is the first electric, mass-transit, modern public transport system in Paraguay's history. Unlike previous projects — such as the archived Korean underground metro plan costing USD 600 million — the Commuter Rail leverages existing railway infrastructure: the historic corridor of the Carlos Antonio López Railway, the first railway line built in South America, inaugurated in 1861.

The system will develop in two phases:

  • Phase 1: Asunción → Luque, 18 kilometers, construction time 3 years from the start of works.
  • Phase 2: Luque → Ypacaraí, an additional 26 kilometers, completing the total 44 km corridor in 5 years.

The complete 44-kilometer route will cover some of the country's most congested road corridors: Route 1 and its alternatives, where the Asunción-Luque journey can exceed 90 minutes during rush hour.

The technology: lightweight, electric, overhead catenary

The system is designed as a 100% electric light rail, powered by overhead catenary lines. It requires no batteries or fuel, and can draw power from Paraguay's electrical grid — one of the world's cleanest energy mixes, based on the hydroelectricity of Itaipú and Yacyretá.

Projected technical specifications:

  • 11 bidirectional train sets (trains that can operate in both directions without turning)
  • 3 to 5 wagons per formation, capacity 300 passengers each
  • Railway corridor: FEPASA confirmed only 10 meters of the existing corridor are required, minimizing necessary expropriations

The capacity that changes the traffic equation

Official projections from the Ministry of Industry and Commerce (MIC) are unambiguous: the system will carry 40,000 passengers per day, equivalent to 14 million trips per year. Each train passenger represents one fewer car on Route 1 or Avenida Mariscal López. The MIC estimates that the daily mobility of workers and students who currently lose hours in transit will have, for the first time, a fast and predictable alternative.

The financial structure: UAE as strategic partner

The project will be financed through a Special Purpose Vehicle (SPV) with initial capital of USD 200 million:

  • 75% (USD 150 million): contributed by the United Arab Emirates investor consortium
  • 25% (USD 50 million): contributed by the Paraguayan state through FEPASA (Ferrocarriles del Paraguay S.A.)

The balance to the USD 450 million Phase 1 total will be completed with debt financing structured on the SPV. Total investment across both phases exceeds USD 600 million. The UAE relationship began formally on February 5, 2026, when a presidential mission to Abu Dhabi signed the initiating agreement documents.

Legislative support

Deputy Benjamín Cantero, chairman of the Public Works, Public Services and Communications Committee, described the project as "a historic opportunity to transform the reality of Central." Deputy José Rodríguez highlighted its structural impact: "This project changes the reality of Central and the entire Asunción metropolitan area — it's not just transport, it's economic development, neighborhood appreciation and quality of life."

Direct economic impact: 20,000 jobs in construction

The MIC estimates the construction phase will generate approximately 20,000 direct and indirect jobs — the largest public works employment generator in recent years. The operational phase will sustain 500 permanent direct jobs — drivers, maintenance technicians, station staff and system operators.

Why this project is different from previous ones

  • Uses existing infrastructure: the Carlos Antonio López Railway corridor already exists. No large-scale expropriations or tunnel construction are needed.
  • Has confirmed financing: the UAE agreement consists of signed documents backed by ongoing legislative approval, not a letter of intent.
  • Has bipartisan political support: both the Executive and broad legislative majorities back the project.
  • Real market demand: the Asunción–Luque–Ypacaraí corridor already moves tens of thousands of people daily by road. Demand doesn't need to be created: it's there, trapped in traffic.

If the timeline holds, the first electric train in Paraguay's history should enter service between 2029 and 2030.
