How to buy property in Paraguay as a foreigner: process, notary and costs

Paraguay allows foreigners to purchase urban real estate without restrictions. Only rural properties in border zones have specific limitations (Law 2532/2005). The purchase process is transparent and in dollars.

Step-by-step process

  1. Choose the property and agree on the price with the seller or agency
  2. Obtain RUC (Tax ID) — required for any formal operation in Paraguay
  3. Hire a licensed notary — they verify titles, draft the public deed and register at DGRP
  4. Sign purchase agreement — with deposit of 10–20% of price
  5. Notary deed signing — both parties sign, balance paid
  6. Registration at DGRP — notary handles this in 15–30 days

Approximate costs

  • Notary fees: ~1.5–2% of property value
  • Stamp tax (IITG): ~1% of cadastral value
  • DGRP registration: ~0.5% of value
  • Total estimate: 3–5% of purchase price
