Santa Elena is a rural district in Cordillera whose community engages in agropastoral activities typical of central Paraguay. The municipality bears the name of its patron saint and forms part of the mosaic of small localities that make up the department. Set within the hilly terrain of Cordillera, the district shares the typical traits of the departmental interior: community life organized around family production, patron-saint celebrations, and ties to the department's service centers.
