<p>Tte. 1ro. Manuel Irala Fernández is a district of the Presidente Hayes department that honours the memory of a first lieutenant of the Paraguayan armed forces. It sits on the Chaco plain in the southern Chaco, an area of natural grasslands and low scrubland.</p><p>The district shares the general conditions of the department interior: low population density, large rural properties devoted to extensive cattle ranching, and access via the roads that cross the Paraguayan Chaco.</p>
